14 March 2012 PIP Fund consortium announced as Preferred Bidder for Hobsonville Schools PPP
The PIP Fund consortium Learning Infrastructure Partners has been formally appointed as the preferred bidder to build and maintain New Zealand’s first public private partnership (PPP) schools. The Primary and Secondary schools are to be constructed at Hobsonville Point Auckland.

Learning Infrastructure Partners consortium has been appointed preferred bidder to build and maintain New Zealand’s first public private partnership (PPP) schools.
The Learning Infrastructure Partners consortium is made up of firms with significant experience in designing, building and maintaining New Zealand schools including Hawkins –lead construction; ASC Architects – lead designer; facilities management: Programmed Facility Management.
The selection of the preferred bidder follows a robust procurement process in which three short listed consortia submitted proposals for the project. Proposals were reviewed in detail by the Ministry, the Establishment Board of Trustees, Treasury officials as well as specialist advisors.
The Ministry of Education, with input from the Establishment Board of Trustees and the Treasury is currently negotiating with Learning Infrastructure Partners to enter into a contract for the design, construction, finance and maintenance of Hobsonville Point primary and secondary schools for 25 years post construction.
The primary school is scheduled to open in term 1 2013 and the secondary school term 1 2014.
